Introduction

The National Service Scheme (NSS) was launched on 24 September 1969 to mark the birth centenary of Mahatma Gandhi. Initially introduced in 37 universities, including Aligarh Muslim University, the programme engaged approximately 40,000 students with the primary objective of developing personality through community service. NSS is a student-centred voluntary initiative that seeks to integrate academic learning with real-world social challenges, fostering civic responsibility, leadership, and social awareness among young people.

At AMU, NSS has been functioning since its inception at the national level (1969–70). Over the years, the NSS Unit has undertaken a wide range of activities focusing on literacy promotion, child education among underprivileged communities, village adoption, special camps, and community development programmes. These initiatives aim to strengthen the linkage between campus and community while nurturing socially responsible citizens.

Historical Background and Evolution

The concept of student participation in national service draws inspiration from Mahatma Gandhi’s philosophy, which emphasized that education should extend beyond intellectual development to include social responsibility and community engagement. In the post-independence period, the University Grants Commission, under the leadership of Sarvepalli Radhakrishnan, advocated voluntary national service in higher education to bridge the gap between students, teachers, and society.

Subsequent policy deliberations, including discussions at the Central Advisory Board of Education in 1950 and the First Five-Year Plan (1952), reinforced the importance of social and labour service among students. In 1958, Jawaharlal Nehru proposed social service as a prerequisite for graduation, followed by the formation of the National Service Committee in 1959 under Dr. C. D. Deshmukh to design a workable framework.

Although early implementation was constrained by financial limitations, the idea gained renewed momentum through the Education Commission (1964–66) and the 1967 Conference of State Education Ministers, which recommended NSS as an alternative to NCC for university students. In May 1969, a national conference of university students and education policymakers emphasized the role of national service in promoting national integration. Consequently, Dr. V. K. R. V. Rao, then Union Education Minister, formally launched the National Service Scheme on 24 September 1969 across 37 universities in India.

Objectives of the National Service Scheme (NSS)

The objectives of NSS are to enable student volunteers to:

Develop a sense of social and civic responsibility.
Apply knowledge to practical solutions for individual and community issues.
