National Workshop on ‘Gender Sensitization Cells and
Internal Complaint Committees of Universities in India’
8th to 12th December, 2025
To
commemorate a decade of the implementation of The Sexual Harassment of Women at
Workplace (Prevention, Prohibition and Redressal) Act, 2013 (UGC Regulation in
2015), a week-long national programme on the effective enforcement of the Act
in Higher Education Institutions (HEIs) was organised by the National Institute
of Planning and Administration, New Delhi, from 8th to 13th December 2025.
The programme was launched in the backdrop of 9th December 2013, marking the operationalisation of the POSH Act, and aimed to critically examine how gender operates within society and institutions, how discrimination is normalised in public domains, and how constitutional mandates of gender equality and substantive justice can be realised within HEIs.
A
capacity-building National Workshop was organised to equip Presiding Officers
and Members of Internal Complaints Committees (ICCs) and Gender Sensitization
Cells (GSCs) with legal, socio-psychological, digital, and institutional
perspectives through expert lectures, panel discussions, and knowledge-sharing
sessions.
Prof. Samina Khan, Presiding Officer, Internal Complaints Committee, Aligarh Muslim University (AMU), represented the University at this prestigious national forum. She emphasised the critical need for awareness generation regarding legal provisions, institutional mechanisms, and accountability structures under the POSH framework. Prof. Khan highlighted that institutional culture, vague policies, lack of awareness, delays in redressal, and weak accountability often render higher education campuses unsafe for women.
She further stressed that after a decade of the POSH Act, research-based amendments are required to strengthen grievance redressal mechanisms, particularly in the light of emerging digital challenges, informal institutional hierarchies, and intersectional vulnerabilities. Prof. Khan proposed that analytical reports based on workshop deliberations could pave the way for the development of structured training modules for ICCs and GSCs across universities.
The
workshop witnessed participation from universities across 19 States and Union
Territories, including central and state universities such as AMU, BHU, JNU,
Delhi University, Jamia Millia Islamia, University of Rajasthan, University of
Hyderabad, and institutions from Andhra Pradesh, Bihar, Assam, Sikkim, Ladakh,
Manipur, Mizoram, Arunachal Pradesh, Tezpur, Kurukshetra, among others.
The national forum reaffirmed the collective responsibility of Higher Education Institutions to uphold the spirit of the POSH Act and constitutional values by fostering inclusive, safe, and gender-just academic environments.
While participating in national-level deliberations, Aligarh Muslim University simultaneously observed the period from 10th to 17th December 2025 as ‘Sexual Harassment Prevention Week’, in compliance with the Ministry of Women and Child Development’s DO Letter dated 10th December 2025. During this period, AMU’s Internal Complaints Committee undertook several significant initiatives, reflecting its commitment to substantive equality and effective implementation of the POSH Act.
As part of these initiatives, Prof. Asiya Chaudhary, Department of Commerce, Senior Member, ICC, AMU, and Nodal Officer for the SHe-Box Portal, successfully activated and updated the SHe-Box portal with the latest institutional data and details of complaints, ensuring enhanced transparency and digital compliance with statutory requirements.
Further, all pending complaint cases before the ICC were taken up and resolved/disposed off during this week, reinforcing confidence in AMU’s grievance redressal mechanisms and underscoring the University’s commitment to timely justice and procedural efficiency.
In line with the POSH mandate, the ICC at AMU was also revamped during this period, with one-third of the student members being changed recently, ensuring compliance with statutory norms, broader representation, and renewed institutional responsiveness.
Additionally,
